The markedly neoliberal economic policies adopted by the federal government (Temer and Bolsonaro) favored and favored the informal sector even more, which, in the long run, undermines national development and frustrates one of the fundamental objectives of our Republic (Art. 3, II, of Constitution). The search for emergency aid showed millions of people not seen (80 million Brazilians) and the paralysis of the formal economy, with very serious and rapid social consequences. Governments at the most diverse levels, for the most part, show little concern for maintaining jobs and saving small and micro enterprises. In view of this reality, the aim is to examine the possibilities of including the necessary Universal Basic Income in the political agenda.
