Abstract

As a strategic technology leading a new round of technological revolution and industrial transformation, artificial intelligence offers enormous opportunities for the advancement of human society, but it also introduces significant securi- ty risks and challenges for societies and nations. In this context, it is necessary to seek broad consensus that can enable the creation of comprehensive me- chanisms for governing this technology. This essay discusses ways to maximize AI’s development potential at the global level while working to establish an effective framework for international governance.
