Abstract

This article analyzes an empirical case of Brazilian public policy and establishes some conceptual notes based on the critical theory of technology and notions of digital democracy, through the use of bibliographic and documental research, including a literature review of relevant authors to the proposed fields of study. The main objective is to analyze the Brasil Participativo platform, focusing on the PPA Participativo public policy, implemented in 2023 by the Brazilian Federal Government, using theoretical concepts of democracy, accountability and transparency as a theoretical basis. Andrew Feenberg's critical theory of technology permeates the entire conceptual analysis present in the article. The results obtained include the observation that there is great margin for increasing popular participation through internet technology in Brazil, which is still very incipient in the country, according to official data, revealing the urgent need to adopt measures to democratize Brazilian technology policy, such as, for example, solidarity technoscience and technodiversity.
