Broad-spectrum audiovisual policies in the creative economy

Abstract

The article aims to understand the role of policies for the audiovisual sector in protecting against predatory external competition, as well as the attempts to dismantle them, under the Temer and Bolsonaro governments. It is understood that the economy of culture is a fundamental element for sustainable national development, making it possible to consider audiovisual as one of the sectors in which there are greatest advances, even with structural deficiencies. As a methodological strategy, we propose to map these policies, analyzing reports produced by Ancine and the Cinema and Audiovisual Observatory, among others. It is concluded that even with advances in production in different formats, with different aesthetic tendencies, problems persist in the distribution and exhibition of Brazilian works and in the concentration of financial resources. It is worth considering the lack of measures to encourage criticism, research, promotion, audience training, preservation and professional qualification as indispensable elements for the development of cinema, television and video. A diagnosis makes it possible to lay the foundations for a national development project that takes culture as its guiding axis.
