Abstract

This article develops the idea that the circumstances in which Luiz Inácio Lula da Silva was elected to assume the highest position in the country, for the third time, are factors that act as obstacles or limits to rescue the country from the “scorched-earth” situation caused by the previous government. The level of destruction of the State, the economy, the environment, and the society faced by the new government turns everything into a priority. Furthermore, globally, the economy has been experiencing difficulties and new technologies that are rapidly incorporated. In that regard, the arising question is the choice of priorities, also considering the distribution of political forces in the National Congress and society. These are aspects discussed in this article.
